Can you take your own Finnish passport photo in 2026?
In this review from 19 August 2026, Police guidance said that uploading your own photo was possible, although the Police did not recommend it because of the high rejection risk. HE 100/2026 was a proposal, not the current rule. Check the official sources for changes made after that date before applying.

What HE 100/2026 proposes
The proposal would amend passport and identity-card laws, including who may take and submit the photo. The final wording, effective date, transition and technical arrangements may change during parliamentary consideration. This guide does not state that the proposal is current law.
