Can you take your own Finnish passport photo in 2026?

Current Police guidance says uploading your own photograph is possible, although Police does not recommend it because of the high rejection risk. HE 100/2026 is a proposal, not the current rule; it could later prevent an applicant from submitting a self-taken image, so we monitor the status and can stop new sales immediately if the rule changes.

Current route

The private route uses lupakuvienvastaanotto.fi. Receiving a photo code is not pre-approval; the licensing officer evaluates the image with the application.

What HE 100/2026 proposes

The proposal would amend passport and identity-card laws, including who may take and submit the photo. The final wording, effective date, transition and technical arrangements may change during parliamentary consideration.

Remote market and document switches can stop new orders. If the private route ends or the interpretation changes, new sales will stop before the rule takes effect.
