How to upload a passport photo in Finland
Upload the finished JPEG at lupakuvienvastaanotto.fi and follow its identification instructions. You receive a photo code to enter in the Finnish Police passport or identity-card application; receiving a code is not authority approval of the photo.

- Download the finished JPG from OmaPassikuva on the same device.
- Open lupakuvienvastaanotto.fi and submit the file.
- Save the photo code and enter it in the Police application.
Who does what
OmaPassikuva creates the downloadable file but does not submit it in V1. The upload service transfers it and issues the code. The licensing officer makes the final quality decision with the application.
If upload fails
Use the unchanged JPG downloaded from OmaPassikuva. Do not use a screenshot or re-save it through a messaging app.
